Abstract
A respected newspaper reports about racial disparities in health care provided by the local Hope Hospital. City council members, including Tom Farghes representing District 1, try to reach out to their constituents to alleviate concerns and quiet criticism. The election is coming soon. Between an impotent government attempt to assuage the situation and the injuries the attempt causes to affected communities, the outcome does not look good for the election. With various public relations strategies available, the council members need to make some tough choices about how to proceed.
