Dr. Galib Bhayani is a seasoned public safety leader, academic, and former senior police executive with over three decades of experience in policing, community safety, and risk management in Canada and internationally. He currently serves as Chief Safety and Risk Officer at Simon Fraser University, where he leads enterprise-wide initiatives in public safety, emergency management, and institutional risk.
Prior to his academic and executive roles, Dr. Bhayani served as a Chief Superintendent with the Royal Canadian Mounted Police (RCMP), where he held several senior leadership positions, including Operations Officer for the Lower Mainland District, overseeing policing services for approximately 1.8 million residents. He also served as Chief of Police for the City and District of North Vancouver, where he worked closely with municipal leaders, Indigenous communities, and public safety partners to advance collaborative and community-focused policing strategies.
Dr. Bhayani’s experience extends beyond Canada. He has served internationally as a Senior Police Advisor in Iraq, working with government and international partners, and as a Regional Chief of Security with the United Nations in Sudan. These roles have shaped his perspective on the evolving nature of policing in complex and diverse environments.
An active educator for over 20 years, Dr. Bhayani teaches criminology at Kwantlen Polytechnic University and has contributed to the development of future policing professionals through applied, practice-based instruction. He holds a Doctorate in Policing and Community Studies from London Metropolitan University, along with graduate and undergraduate degrees in international studies and criminology.
