Dr. Liao teaches Psychological Disorders and Family Counseling as an adjunct professor at the California State University, Fresno as well as at the College of the Sequoias. Additionally, he has taught Ph.D. Dissertation at the graduate level for Alliant International University. He has also taught courses on Cognitive Psychology, Introduction to Psychology and History and Systems of Psychology. Dr. Liao graduated in 2014 with a Doctor of Philosophy degree in Clinical Forensic Psychology as well as a Master of Arts degree in Organizational Behavior (M.A.O.B.).
Dr. Liao’s specialties have included forensic evaluations, research and education, crisis intervention and negotiation, de-escalation and use of force training as well as law enforcement and criminal psychology. Dr. Liao has also taught de-escalation and use of force procedures for the California Department of Corrections and Rehabilitation and was a certified instructor for the Multiple Interactive Learning Objectives (MILO) de-escalation training program. His doctoral dissertation on decision making in law enforcement psychology was published in the peer reviewed Journal for the Society for Police and Criminal Psychology (SPCP) in 2018.
Dr. Liao has worked in outpatient programs with juvenile sex offenders, substance abuse population, and incarcerated youths. Dr. Liao has also provided program evaluation services for the Madera County Juvenile Justice Center and coordinated outpatient programs for a local nonprofit mental health organization. He has worked in the California Department of Corrections and Rehabilitation as a lead clinician in the crisis intervention team with extensive experience identifying risk of harm, de-escalation, and evaluation of high-risk inmates. Dr. Liao has also worked with law enforcement agencies in California and internationally in South Africa on the topic of crisis and hostage negotiations. In 2014, Dr. Liao was awarded with an honorary challenge coin from the South African Police Service’s (SAPS) Hostage Negotiation Team.
Dr. Snow is a licensed psychologist (PSY31922) with a specialty in forensic psychology. She has served as an expert witness in both juvenile and adult forensic cases, addressing complex psycholegal questions. Her comprehensive training has equipped her with advanced techniques and methodologies, enabling her to provide nuanced insights into the complexities of human behavior within the legal context. By leveraging her expertise as an expert witness, Dr. Snow actively seeks to uncover the underlying psychological factors that contribute to the behaviors exhibited by individuals who have experienced trauma or adverse circumstances. Dr. Snow is also a dedicated researcher, striving to produce ethical and rigorous research to explore the intricate connections between mental health, criminal behavior, and the legal framework, as well as promote understanding on research methodology and statistics. In addition to her work in forensic psychology, Dr. Snow is actively involved in mentoring and educating future psychologists. She dedicates a portion of her time and expertise to teaching undergraduate and graduate-level courses, shaping the minds of aspiring psychologists and preparing them for their professional careers. She also taught undergraduate students of Criminology, many of whom went on to become correctional and police officers. Finally, she supervises unlicensed psychology students and post-doctoral fellows where she imparts her knowledge, promotes ethical practices, and contributes to the growth and development of the field while nurturing a new wave of professionals who are equipped to make meaningful contributions to the reals of forensic psychology.
